This position serves as Director of the National Technology and Development Program (NTDP) of the Forest Service, National Forest System staff. The incumbent is responsible for leading the diverse organization with the development, planning, and execution of program-of-work supporting the agency.

Duties
Provides technical and administrative supervision to employees in a variety of professional and non-professional occupations.
Sets performance standards for supervisors and other employees in the organization; and recommends selection for supervisory and other unit positions.
Advocates among peers and superiors for the need for new programs or capabilities, and secures the support of leadership and fiscal and staffing resources necessary for implementation.
Gathers information on capital investments in facilities and technology needed to achieve program objectives and builds the budget requests and justifications needed to support the recommended investments.
Leads, coaches, and coordinates with others a large variety of issues to achieve effective and efficient Program Management, ensures a creative learning work environment, and provides measurable, quality service to the public and internal customers.
Requirements
- Must be a U.S. Citizen or National.

- Successful completion of one year probationary period, unless previously served.

Specialized Experience Requirement:
For the GS-15: Applicants must have at least one-year specialized experience to the GS-14 grade level. Specialized experience is defined as two or more of the following: experience providing organizational leadership and direction, oversight, strategic planning, and expert advisory and consultation services for a national program. Monitoring and evaluating the performance of a program to ensure that objectives were met, and policies were appropriately applied, including identifying problem areas, developing solutions to improve operating program effectiveness, and implementing corrective actions. Formulating, promulgating, and effecting policies of national scope and significance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
