About the Position: This position is with the US Army Corps of Engineers, Sacramento District, Small Business Office in Sacramento, CA.

Duties
As the principal staff advisor to the Commander, provides expert advice on all matters related to the Small Business Program and on the feasibility and impact of small business plans, policies, and decisions.
Incumbent serves on the District's Acquisition Strategy Planning Board with Senior Leadership, determining acquisition strategies for a District Program of over $742 Million annually.
Develops, implements, and maintains a regional and national outreach program, including participation in high level conferences and interagency small business councils designed.
Represents the District Commander in providing small and disadvantaged business firms with information regarding procedures for doing business with the federal government.

Basic Requirement: A. Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
B. (1) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (2) a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes preparing and delivering finished products to provide presentations to internal and external stakeholders; AND analyzing procurement data to provide recommendations to all types of small businesses, while working to ensure all small business programs are supported; AND interpreting broad organizational policies, processes, and/or procedures to support small business programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
