About the Position: Serve as Chief, Contracting Division, San Francisco District, responsible for acquiring all necessary contract requirements in support of the District's missions. If selected for the Sacramento, CA duty location you will be expected to travel once a month to San Francisco District to attend the Project Review Board meetings.

Duties
Serve as the principal procurement official and primary contracting officer vested with unlimited monetary authority to contract for supplies, services including construction and architect-engineer, utilities, and agreements.
Serve as the Regional Liaison for Congressional Contract Issues for the entire SPD ten state Region.
Develops long range organizational plans and goals through subordinate staff, assigns work to subordinates, determining work schedules and priorities.
Advise the Commander of Contracting Division's work relationship to District Programs.
Manage the Districts multi-million dollar contracting program for single and multiple purpose civil works water resource projects; environmental
restoration; hazardous toxic and radiological waste remediations throughout the area of jurisdiction.
Plan for, requests and negotiates the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets.
Coordinate the work of the Division with the DDE(PM), other functional and district elements, local sponsors and other organizations and activities.
Manage the procurement of all types of supplies, services including construction and architect-engineer design contracts.
Requirements
- This is a temporary appointment and an obligated position.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for the Foundational Contracting Certification, 500M warrant.
- One year supervisory probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry.
- Army Acquisition Corp (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP).

In order to qualify, you must meet the education AND experience requirements described below. Basic Requirement for Contracting series (1102):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes planning, organizing, directing and evaluating the full range of contract and procurement programs sufficient to manage a multi-million dollar contracting program; formulating policies and procedures; executing, administering and modifying highly complex contracts, and developing acquisition strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
