As a Realty Specialist (Lease Contract Officer), you will oversee lease policy and training and perform pre and post-award lease file/project reviews in the capacity of Lease Policy Advisor.
Location of position: Public Buildings Service, Leasing Branch, (1PRL) Boston, MA
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Develop or revise policies based on quantitative data gained from regular market analysis or analysis of complex data sets that establish an effective regional leasing program.
As chief expert in leasing laws, regulations, and/or national policies, support efforts to acquire Real Property leasehold interests, review lease files, perform audits, or conduct training.
Develop training plans, class materials, presentation materials, and/or hand-outs as necessary in conformance with established leasing policies to implement training on a wide range of topics.
Oversees requisite training for lease contracting officers to obtain and maintain leasing warrants.
Conduct regular, detailed pre- and/or post-award lease file reviews for acquisitions using established procurement rules and techniques.
Develop corrective action plans using analysis of leasing audits which measure overall quality or performance of a leasing program.
Perform detailed review of applications for contracting warrants to determine individuals’ suitability for appointment to a Lease Contracting Officer position
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least two or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-14 salary range starts at $138,046 (Boston, MA)
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is the management of a real estate organization, division, program or project responsible for realty policy development and implementation concerning complex lease acquisition operations. Such experiences must demonstrate duties related to lease acquisition functions, auditing or reviewing lease files, development, implementation and training on policies and procedures, interpreting and applying regulations and laws associated with a reality program; real estate trends; market drivers; and experience operating within a matrix management organizational environment.
Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.
