About the Position: These positions are with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander, located at Fort Sam Houston, Texas.
This is an Acquisition Workforce Demonstration Project position.
Duties
Represent the Command during discussions in procurement/contract administration.
Analyze and evaluate cost and pricing data elements to determine price reasonableness for major acquisitions within an organization.
Perform analysis on administration documentation and procurement procedures at the command level.
Develop and disseminates guidance to an organization where guidelines are often not directly applicable
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position requires the incumbent to be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if:
(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Administering procurement programs to meet command mission and 2) Researching and/or interpreting policies related to acquisition contracting procurement programs and 3) Reviewing complex and non-complex contracts for procurement of service contracts.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02/GS 11).
