Duties
As a Safety and Occupational Health Manager, you will perform the following duties:
- Provide authoritative technical guidance and advice to senior management, scientists, and staff regarding risks and potential impacts to safety and occupational health programs. Monitor approaches to ensure the adequacy and effectiveness of safety and occupational health programs. Develop, recommend, and implement policies or procedures to improve safety and occupational health programs.
- Manage safety and occupational health hazards such as complex hazardous chemical, biological and radiological materials used in research. Assess hazardous or potentially hazardous conditions and develop measures to eliminate or control these conditions and effectively communicate the appropriate measures to resolve these problems. Execute formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations.
- Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitor through completion to ensure compliance with safety codes and standards. Ensure facilities comply with all applicable environmental, safety, and health regulations at the federal, state, and local levels. Address safety and occupational health priorities that are aligned with institutional goals and objectives.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess at least one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following:
Managing safety and occupational health programs in areas such as hazardous materials and ensuring facilities are in compliance of policies and procedures;
Evaluating risk potential of work environments and conducting investigations of accidents to develop prevention methods; and
Reviewing plans or specifications for new construction, major building alterations, or changes in installation equipment and monitoring through completion to ensure compliance with safety codes and standards.
