This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:Serves as a Maintenance Mechanic (MVO/FLO) with the responsibility for the operation maintenance, inspection, and repair of a variety of fixed, portable and mobile systems, equipment and machinery including both land-based and marine applications at various facilities and locations.
Duties
Recognizes malfunctions of the Automatic Control System and determines the necessity to use the manual override system.
Monitors the operation of alarm systems and when system shut-downs occur, prepares reports to supervisor along with an indication of probable causes.
Checks proper operation of level sensors on intake and outlet by comparing control center readings with manual gauge readings.
Operates louvers and dampers to provide adequate ventilation of the pump rooms
Operates bridge cranes to lift heavy equipment, parts, and supplies.
Prepares periodic maintenance and inspection reports; and utilizes the Facilities and Equipment Maintenance (FEM) system to track and report maintenance activities.
Inspects relief well pump system and sump pumps for proper functioning and checks water level controllers, seating of pumps, and checks screens.
Diagnoses major problems and determines the need for plant shutdown.
Performs major repairs such as disassembly of equipment, components, and replacement of bearings and shafts, reduction gears, pump shaft bearings, gages, pumps, cylinder liners, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis.
- The pumping plants and other work activities may be conducted on weekdays, nights, and weekends as well as holidays. The incumbent may be required to work nights and/or weekends with periods of frequent overtime work required.
- May be required to serve up to 3 or 4 months continuous TDY travel during work season for pump station operations.
- Must wear proper safety equipment when working in potentially hazardous situations; i.e., gloves, safety boots, goggles, hearing protection, life jackets, etc
- This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
- Must be physically able to do relatively heavy lifting, (up to 50 pounds).
- Must possess and maintain a valid Class A Commercial driver's license

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic (MVO/FLO) without more than normal supervision. assisting with pumping plant facilities which involves the electronic/electrical operation of mechanical and hydraulic systems automatically through a programmable controller, or manually as required to pump water and maintain specified water levels. Operates pick-up trucks, stake body trucks, and large semi-trucks with trailers to transport personnel, materials, supplies and equipment over the road and on compound. - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Must be physically able to do relatively heavy lifting, (up to 50 pounds) and pulling, be able to stand or walk for periods of several hours, climb ladders and enter confined spaces. Equipment operation work requires heavy effort in pushing, pulling, depressing levers and brakes. Incumbent is subject to equipment vibration, jerking, and jolting motions.
WORKING CONDITIONS: Work is performed both inside and outside. Inside work subjects the incumbent to noisy conditions, long periods of standing requiring the incumbent to remain constantly alert to the status of all operating equipment. Outside work subjects the incumbent to extremes of heat, cold, and weathering conditions. Repair and maintenance work subjects the incumbent to greasy and oily conditions with the potential for cuts, bruises, and abrasions in conducting repairs. Incumbent must wear proper safety equipment when working in potentially hazardous situations, i.e., gloves, safety boots, goggles, hearing protection, life jackets, etc.
Education
