Duties

The Management Analyst for Surgery Service is directly under the Surgery Service and reports to the Operations Manager. The Management Analyst works in a broad capacity for the Service Line at large, consisting of surgeons for all specialties as well as the anesthesia department. This position works as one of the key representatives under the Surgery Service line to other services, other facilities, and at VISN level meetings and conferences. The purpose of this position is to support the clinical program while relieving administrative burden from the Service Line Director whether it be physician-related issues or issues related to the technical, contracted and/or administrative staff. Also has delegated authority for the Administrative Officer/Operation Manager in their absence. Recommends solutions for service line officials and supervisors, e.g., modified work methods, procedural changes, systems variations, and acceptance of new technology developments. Recommends improvements in program operations and to promote efficiency and cost savings. Expected to draw on facility, VISN, and national resources and colleagues to identify possible plans. Participates in discussions, meetings, conference calls with management officials and employees to share information, investigate facts, present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions, and mutually resolve problems. Provides recommendations for improving services for Surgery Service to identify gaps in programing and address the need to develop new programs and services. Provides basic quantitative and qualitative analysis and evaluation concerning effectiveness of programs in meeting established goals, measures, and objectives. Develops new policies and procedures and initiates revisions in existing documents. Serves as COR for contracts assigned to Surgery Service. Serves on committees as appointed, and in this capacity, presents concepts and recommendations in an impartial manner. Conducts extensive research; compiles data from diverse sources; extracts and assembles information; conducts analysis; and develops reports and presentations. Work may require development and completion of feasibility studies, cost-benefit analysis, risk assessments, and other decision-making tools. Monitors the use of overtime and budgetary control points to ensure that authorized funds are not exceeded. Work Schedule: Monday - Friday, 730 am - 4 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to: (1) experience that demonstrates knowledge of agency missions, policies, and objectives as well as skill (2) serving as an analyst and advisor to management; (3) analyzing and improving organizational operations; (4) in applying fact-finding and investigative techniques; and/or (5) in oral and written communication.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D, if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education. You will be rated on the following Competencies for this position: Administration and ManagementComplianceInterpersonal EffectivenessQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.Work is typically performed in an adequately lighted and climate-controlled office.
