This position is located on in the state office, United States Department of Agriculture, Natural Resources Conservation Service. The Management Analyst provides assistance to the Assistant State Conservationist for Management and Strategy staff and the entire local support unit. The position entails conducting detailed analysis of functions, processes and data pertaining to the effectiveness, efficiency and accountability of administrative programs and work operations within the state.
Duties
Analyzes program functions, processes, and data to determine the effectiveness, efficiency, and accountability of programs, projects and work operations in the State.
Presents findings and makes recommendations to the Assistant State Conservationist for Management and Strategy on new methods, management processes, policies, and guidance.
Provides training to state and field staff on analytical methods utilizing data and technical tools to help the staff understand and utilize existing data. Provides training on new reporting systems and changes to existing reporting systems.
Assists the Assistant State Conservationist for Management and Strategy, Leadership Team members, and program personnel in managing the state's strategic plan, business plans, quality assurance plan, and workload analysis and processes.
Assists the Assistant State Conservationist for Management and Strategy in developing and managing the state's training plan including tracking and coordinating all training requests and approvals.
Supports the Assistant State Conservationist for Management and Strategy by providing supportive, analysis, and feedback for program and budget forecasting.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level).
For the GS-11 level: To qualify for the GS-11, you must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include: Providing management support based on mission, function, and goals of the program; Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; Presenting findings and making recommendations on new methods, management processes, policy, guidance protocol, and/or controls to streamline procedures. Monitoring and/or coordinating state agreement activities; Ensuring compliance with auditing of financial accrual requirements;
OR
Education Substitution: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
For the GS-12 Level: To qualify for the GS-12, you must possess at least one-year professional experience, equivalent to the GS-11 level or higher, that has equipped you with the necessary knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience include: Analyzing program functions, processes, and data to determine the effectiveness, efficiency, and/or accountability of programs and work operations. Advising on the type and extent of information needed to manage programs, workforce, performance, and accountability; Monitoring, analyzing, and/or coordinating strategic plans, quality assurance plans or business plan. Maintaining a process to track, analyze, and report data. Analyzing program and staffing trends/projections and make recommendations; Coordinating auditing activities (e.g. developing reports and monitoring progress related to review findings).
There is no education substitution for the GS12.
