This position is concurrently open to all U.S. Citizens under Announcement Number BOR-UCB-25-12649413-DE-OPM.
Duties
The selectee performs a combination of construction inspection, monitoring, contract administration, and construction-related administration functions, including quality control.
Duties will include, but are not limited to:
Responsible for maintaining surveillance over one or more contract construction projects of routine and/or complex nature at one or more work sites, usually involving more than one contractor (depending on the size and scope of projects assigned).
Investigate and report to the Supervisor controversial situations that may lead to formal claims by the contractor.
Work directly with contractor's on-site supervision in determining acceptable construction methods and rejects or disapproves the contractor's methods when it is known that the results will not meet specification requirements.
Submit progress and inspection reports and maintains records of work accomplished.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience for the GS-10: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least two (2) of the following: 1) performing inspections using methods and practices related to heavy civil construction projects such as pumping plants, power plants, dams, water treatments plants, etc.; 2) utilizing qualitative and quantitative analysis to monitor and evaluate the use of materials as laid out in the contract; 3) conducting safety inspections and condition surveys of structures and facilities such as buildings, dams, bridges, or utilities according to agency requirements; and/or 4) informing the Contractor Officer Representative (COR) and the Supervisory Civil Engineer of any unsafe conditions or practices on the job site.
Specialized Experience for the GS-11: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three (3) of the following: 1) observing and/or investigating construction at all stages to identify and report potential problems; 2) recording changes and modifications to contract drawings and specifications for use in the preparation of as-built drawings at completion of construction; 3) enforcing the applicable provisions of an organization Safety and Health Standards, Occupational Safety and Health Administration (OSHA) safety standards; and/or 4) reviewing plans and specifications for water resources construction projects.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level.
One year at the GS-10 is required to meet the time-in-grade requirements for the GS-11 level.
Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level(s) of this announcement.
