Duties
Responsible for supervising, planning, organizing, coordinating, and directing new and remedial construction inspection and engineering control work.
Analyze a variety of special conditions or problems encountered during work on dams, pipelines, tunnels, shafts, roads, recreational facilities, complicated mechanical, electrical and instrumentation equipment, and other appurtenant facilities.
Oversee inspection of all contractors' operations for features assigned.
Utilize knowledge of a wide variety of inspection practices, methods, and techniques to oversee the inspection of mechanical and electrical installations including machinery and equipment.
Maintain liaison with other segments of the organization in relation to work assigned.
Cooperate and coordinate with staff members, including coordinating correspondence and estimates with contract administration.
Establish schedules, coordinate material inspection and control requirements with the materials engineering staff, and schedule contract survey requirements with the survey staff.
Prepare or direct the preparation of data to be included in contractors' monthly progress payments, estimates of field costs, records of construction and reports of property damage.
Gather field data and facts pertaining to potential claims, delays or change orders.
Qualifications

Specialized experience: To qualify at GS-12, applicants must possess one-year specialized experience at the GS-11 level. Specialized experience at this level is defined as experience in two (2) the following duties: 1. Inspecting construction projects for compliance with contractual documents, specifications, and codes; 2. Interpreting data from a variety of sources such as plans, contract drawings and specifications relating to construction problems; 3. Providing technical oversight to ensure acceptable engineering and construction practices or methods for earthwork, steel, concrete, and other structures.

Minimum qualifications for trades and labor positions are determined by evaluation of job elements. You must meet at least 2 points on the screen-out element(s) and obtain an average of at least 2 points on all of the job elements in order to be considered qualified for this position.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/14/2024.
