About the Position: Incumbent serves as a Lead Financial Management Analyst for a military installation.
Duties
Leads a team of 2 or more employees performing Budget, Resource, and/or Financial Management work assigned to the Program Budget Division (PBD).
Ensure that the strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products, and services.
Receive, distribute and administer resource actions including annual funding programs, allotments, and ceilings.
Establish internal control procedures and monitors execution to ensure that no statutory, regulatory or administrative violations occur.
Analyze output from feeder systems for reliability and accuracy and for the effects of actions on the financial system.
Develop and issue training instructions; provide user training and assistance on resource management systems applications; respond to user questions; and resolve problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position. Incumbent is required to comply with all requirements of this program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- May be required to serve a one-year probationary period if not already served.

Specialized Experience: One year of specialized experience which includes assigning fund cites using the correct appropriation, commitment item, cost object, functional area, fund center and Management Decision Evaluation Package (MDEP); obligating or de-obligating funds in a financial system, such as the General Fund Enterprise Business System (GFEBS); preparing monthly financial reports detailing the status of funds; analyzing the rate of spending and reporting on any excesses or shortfalls; providing supporting documentation and process flow data for audit inquiries; conducting three phases of the Dormant Accounts Review to ensure budget compliance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
