About the Position: Serves as a Resource Management Officer performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Lyster Army Medical Center, Fort Novosel.

Duties
Administer accounting policy for financial management and accounting operations.
Serve as staff analyst maintaining data regarding manpower strength reports.
Responsible for formulating and presenting organizational budget submissions.
Conduct costs benefits and economic analysis, and independent government estimates.
Analyze higher headquarters' manpower guidance and assesses impact.
Present formal briefings on the manpower management programs.
Implement new or changed policies, procedures and regulations from higher authority.
Plan and direct financial and resource management operations.
Requirements
- Position may require Travel (TDY) outside of the commuting area, as much as 15%.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Tier 3 Position (Secret): Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Must be able to obtain and maintain certification Financial Management Certification Level 3.
- Position requires completion of a 1 year supervisory probationary period.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in administering accounting policy for financial management and accounting operations; analyzing data regarding manpower strength reports; and facilitating agreement development and reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
