Duties
Participate in Order to Cash (O2C) audit remediation and sustainment activities throughout DLA Aviation to include wholesale and retail consumable management, Retail Industrial Support Activities and Depot Level Repairable Procurement locations.
Document process gaps and help identify internal controls that aide in mitigating risk in accordance with (see below):
Office of Management and Budget (OMB) Circular A-123, Federal Managers' Financial Integrity Act (FMFIA) of 1982, Federal Information Systems Controls Audit Manual (FISCAM), and DLA guidance.
Coordinate and participate in the collection of evidential matter to respond to Independent Public Accountant (IPA) requests, (e.g., provided by client (PBC) requests; Notice of Findings and Recommendations (NFRs), Corrective Action Plans (CAPs)).
Perform process cycle memorandums (PCMs) development, update and testing to improve the accountability and effectiveness of operational programs.
Coordinate the preparation of business overviews of end-to-end process walkthroughs with the appropriate process area analysts and functional subject matter experts.
Collaborate across DLA Aviation to achieve effective and efficient business processes through the performance of compliance reviews associated with the financial statement audit.

Qualifications
To qualify for a Program Analyst (Order to Cash Audit Remediation and Sustainment), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Identify audit remediation and sustainment issues and assist in developing recommendations to resolve problems of effectiveness and efficiency of work operations.
Develop plans, goals, or objectives for administration of the audit remediation and sustainment program and the assessment of compliance with applicable DLA/DoD/Federal regulations.
Work with subject matter experts (SME) to develop and/or implement recommendations for process improvements.
Conduct annual internal control test plans in accordance with OMB Circular A-123, Management's Responsibility for Enterprise Risk Management and Internal Control.
Apply practical knowledge of Federal, Department of Defense (DoD), and DLA inventory management laws and regulations to include but not limited to DOD Supply Chain Materiel Management Regulation, Military Standard Requisitioning and Issue Procedures (MILSTRIP), Military Standard Transaction Reporting and Accountability Procedures (MILSTRAP) and Stock Positioning Policy in order to ensure Order to Cash (OC2) processes are in accordance with the law.
