The incumbent serves as a Strategic Planner and Administrative Officer to the Associate Director of Operations and Resources. The primary function is to aid the Associate Director in leading, organizing, developing, executing, and controlling the delivery and coordination of the health care system and is responsible for the orchestration in (development, coordination, implementation, and evaluation) of all strategic and facility planning at the VA Central Iowa Healthcare System (VACIHCS).
Duties
The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Central Iowa Healthcare System, VA Medical Center (VAMC) in the Office of the Associate Director/ Executive Office. Duties include, but may not be limited to the following:
Performs independent responsibilities to support the Associate Director concerning all assigned services and areas of responsibility, and related activities associated with the Associate Director role.
Advises/collaborates with all service chiefs and assists the Associate Director to integrate, facilitate and evaluate patient care operations and administrative services within the health system to achieve mutual achievement of patient centered care and organizational goals.
Serves as a member, leads and chairs various committees, executive councils, and special task forces, manages projects/programs and in varying capacities including chairperson, voting participant and/or representative of the Associate Director or Executive Leadership Team.
Participate in the formulation and development of organizational strategic plans in alignment with VHA strategic plans.
Conducts analytical studies on operational processes, issue topics, or related special projects for the HCS Executive Leadership.
Assists in the review of proposed organizational changes requiring establishment, consolidation, transfer, or regrouping of functions for one or more Service/Service Line Directors or sub-organizational units.
Work Schedule: Monday - Friday, 7:30am to 4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Individual Occupational Requirement:
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Specialized Experience: have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist.
Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained experience in identifying problems, analyzing data, and recommending resolutions based on analysis; advising staff and senior management on improving productivity and utilization of scarce resources across clinical and administrative healthcare services; reviewing policies, procedures, and action plans and ensuring the health care system is in compliance with Joint Commission and other accreditation entities; applying health care management principles to make recommendations to resolve complex health care issues; developing detailed plans, goals, and objectives for the long-range implementation and administration of health care system programs and developing criteria for evaluating their effectiveness.
