The Health System Specialist - VISN Compliance Auditor will contribute to the fulfillment of VHA Health Care System's mission and vision with planning, designing, and maintaining a multi-disciplinary Corporate Compliance Department, with primary responsibilities of auditing and monitoring to ensure compliance with policies and laws governing business operations, health information management practices, privacy, research compliance, records management, ethics, and business integrity.

Duties

Major duties include but are not limited to: Assess business functions and those aspects of clinical functions which impact business operations. Identify and research VISN and Health Care System risks and program weaknesses for potential non-compliance. Perform methodologies for compliance reviews and audits of perceived problem and prioritized risk areas. Conduct monitoring and auditing and author reports in accordance with the implementation and execution of the U.S. Sentencing Guidelines (USSG) and the Office of Inspector General (OIG) practices for an effective compliance program. Provide quality reviews of financial, analytical, and evaluative work associated with Compliance Program activities. Identify and investigate system problems that address non-employment or retention of sanctioned individuals. Perform quality data reviews, detect trends and problem areas, which impact resource allocation, planning of work, and refinement of business practices. Compile and summarize statistical information from a variety of sources for in-depth analysis for executive level decision making. Assist in the development and implementation of internal controls and solutions in partnership with risk owners to manage and mitigate key risks that may adversely impact the VISN and local Health Care System objectives, compliance with regulations, or overall reputation. Assist with investigations and development of a causation corrective action plan for future mitigation. Provide recommendations for improvements in the overall compliance program. Oversee the facility-based records management program. Provide staff support to committees and workgroups under the direction of the Corporate Compliance Program. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience as described below: Individual Occupational Requirement: Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-12 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: performing various administrative duties (such as arranging meetings/conferences, developing agendas, preparing meeting minutes); utilizing various software systems to format letters/correspondence and/or graphically display data; collaborating with various staff groups to coordinate a records management program; identifying risks and program weaknesses for potential non-compliance; implementing internal controls and solutions to mitigate key risks impacting compliance; performing qualitative and/or quantitative review of operations to provide audits or analyses on adverse impacts to organizational objectives; and compiling statistical information from a variety of sources for in-depth analysis and decision making.
