Duties
Serve as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex contracts that affect a wide range of procurement activities DLA Land and Maritime.
Serve as a Technical Contract expert and/or authority for applicable contractual matters related to new or current complex and unique logistics support problems.
Provide briefings to leadership when requested.
Perform contracting officer reviews.
Incumbent is responsible for and leads acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions for specialized procurements significant the Agency.
Incumbent is required to achieve an unlimited warrant within twelve months of selection.
Analyze alternatives for program procurement requirements and develop procurement strategy tailored to provide the most effective support of current needs and anticipated long-range program requirements.
Required to serve as the Lead Trainer and contract expert when applicable and to develop training material for best practices
Coordinate with appropriate service representatives to identify alternative sources of supply, respond to customer requests, and provide advice regarding changes to sales orders as needed.
Establish Long-Term Contracts, Indefinite Delivery, Indefinite Quantity Contracts, Prime-Vendor, Direct Vendor Delivery, Virtual Prime Vendor, and Performance Based Logistics Contracts.
Review and analyze certified cost/pricing data and perform cost analysis based on the review of certified cost/pricing data.

Qualifications
To qualify for a Contract Specialist your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Selecting appropriate contracting methods and contract types to plan and carry out pre-award and/or post-award procurement actions.
Analyzing difficult contracting issues and identifies alternative courses of action.
Modifying standard contracting procedures and terms to satisfy specialized requirements.
Solving a variety of contracting problems including those requiring significant departures from previous approaches.
Performing cost or price analysis including review of cost breakdowns to determine reasonableness.
Performing of pre or post award contracting duties on highly complex contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
