Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

As a MANAGEMENT & PROGRAM ANALYST (IDENTITY POLICY) at the GS-0343-14 some of your typical work assignments may include: Incumbent is responsible for developing and promulgates broad policy supporting the identification, authentication, and verification of the identities of members of the Uniformed Services, DoD civilians, and other eligible individuals (e.g. family members, retirees, etc.) related to the issuance of identity credentials. Works independently or in close collaboration with the Department's Identity, Credential, and Access Management (ICAM) governance structure, Principal Staff Assistants, Joint Staff, and the DoD Components in the development and advancement of coordinated, cross-functional policies and procedures required in support of the Department's identity mission, as well as compliance with HSPD-12 interoperability requirements. The incumbent is directly responsible for developing and promulgating policy in the area of the issuance of identity credentials to active duty, Guard and Reserve, and retired members of the Uniformed Services, their family members, and DoD civilian personnel. The incumbent conducts reviews in coordination with the Military Services and other Federal agencies to determine the adequacy of present directives, regulations, and laws pertinent to the issuance of identity credentials and operational policy related to DMDC's identity and credentialing mission. In accomplishing this, the incumbent is fully responsible for the maintenance and management of DoDI 1000.13 (Identification Cards for Members of the Uniformed Services, Their Dependents, and Other Eligible Individuals), DoDI 100023 (Department of Defense Civilian Identification Card), and DoDI 13412 (Defense Enrollment Eligibility Reporting System (DEERS)). The incumbent initiates, develops and promulgates new DoD publications to support the CAC. Provides policy oversight for the operational aspects of the DEERS/RAPIDS program as the infrastructure for these systems undergoes significant alteration to accommodate the issuance and maintenance of the CAC. Guidance affects the operational program in support of resources/benefits management, critical defense missions and awareness regarding benefits to which Uniformed Service personnel, their family members, DoD civilian personnel, and eligible contractor personnel are entitled. The incumbent provides policy guidance to the RAPIDS program which verifies and updates eligibility for benefits for active duty, Guard and Reserve, and retired members and their family members and issues the Uniformed Services ID. In addition, the incumbent represents the USD (P&R) on issues involving planned or potential impact on the Uniformed Services ID Card. Accomplishes detailed review, analysis, and evaluation of identity programs, functions, and issues related to the effective development of smart card technology-based Personal Identity Verification (PIV) Credentials. Analysis and evaluation will focus on Department initiatives to reduce identity fraud, enhance privacy protections and improve identity management policy and processes. Prepares associated reports, decision papers, and other documentation. Identifies actual and potential problem areas related to the physical design of the card to accommodate an integrated circuit chip, including allocations for Component-specific use, and other relevant media such as magnetic stripe and bar codes. Determines requirements to accommodate Geneva Convention protocols, use of the card as a passport, and assure familiarization of foreign nations with the new card. Incumbent will play a key role in influencing senior managers and officials in the acceptance and implementation of Department initiatives that promote improvements in the efficiency and effectiveness of identity policy and credentialing operations and includes the exchange of information among Department of Defense OUSD(P&R), Office of the Chief Information Officer, ICAM Executive Board, Principal Staff Assistants, Joint Staff, and the military departments to assure coordination and implementation of CAC policy requirements. Collaborates with Congressional staff, Department of State, and other Federal agencies on issues related to the implementation of smart card technology. This involves meeting and dealing with executive level persons on a regular basis to determine revisions to existing policies, the effectiveness of proposed procedures, and crafting new policies as needed to accommodate the initiative. Supports the Director, Access Card Office (ACO), by providing support to the Identity Protection and Management Senior Coordinating Group (IPMSCG) in their role of providing strategic direction and guidance to the CAC initiative and to the IPMSCG development of Department-wide interoperability standards for use of smart card technology. Performs other duties as assigned.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service with concentration in the following areas; Experience in authoring/editing/writing DoD policy directives, directive type memorandums, instructions or manuals. Experience publishing policy to the Federal Register or other similar repositories. Experience implementing policy at an organization level, including guiding other areas of the organization on applicable changes and what is required to meet them. Experience providing support to external agencies/organizations on questions related to policy that you authored/edited/wrote or that you were identified as the subject matter expert (SME) for its contents. Strong speaking and writing skills, particularly as it relates to presenting policy or explaining in writing what it means in layman's terms. This can be through email or telephone communications, from lower level staffers to general officers/senior Department leadership.
