This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Technology Policy (ASTP)/Office of the National Coordinator for Health Information Technology (ONC), Immediate Office (IO).

Duties

ABOUT THE POSITION The incumbent serves as Chief of Staff requiring involvement in office-wide, substantive program matters and in policy and program development. This position requires extensive knowledge and experience with legislation, government relations, advocacy, policy making, strategy development, and communications skills. The Chief of Staff is responsible for developing, implementing, and overseeing complex and multi-faceted management and programmatic initiatives across ASTP/ONC, as well as in collaboration between the Principal Deputy Assistant Secretary for Technology Policy (PDAS) and other parts of the Department. The Chief of Staff reports to the PDAS and helps oversee management and operations of the Agency. This requires significant management acumen, as well as leadership ability to work with staff on all levels on serious and usually sensitive matters. The Chief of Staff is responsible for working with the PDAS and other senior leaders of ASTP/ONC on implementing policy priorities. This includes overseeing program management; review of existing programs, as well as the development and implementation of new programmatic initiatives that reflect the goals of the National Coordinator for HIT, other leadership, the Secretary, Department and Administration as a whole. Reviews recommendations for actions on official matters to be brought to the PDAS and Assistant Secretary for Technology Policy/National Coordinator's attention. Ensures that all points of view and all program interests are developed for consideration. Acts as a key liaison within the organization on behalf of the PDAS in seeing that programs are effectively administered, in identifying deficiencies and correcting them, and in resolving conflicts and problems as they arise. Performs ongoing liaison with the internal staff, Members of Congress, professional associations, and departmental agencies throughout the Executive Branch. Acts as a principal advisor to the PDAS on issues which require the most careful analysis. Is responsible for determining and evaluating the issues presented, in light of established policies and operations, using appropriate sources of information, within and outside the Department. Carries out special assignments on matters of specific concern to the PDAS involving a wide variety of matters incidental to the operation of the Department. Develops facts, makes recommendations and/or reports results.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance. Applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. The following MTQ's must be evident in your resume. Demonstrated experience developing and executing strategic plans, initiatives, and communications to accomplish target digital health goals. Demonstrated experience leading comprehensive oversight programs for an office, and implementing innovative processes, methods, and approaches to continuously improve oversight operations for an office.
