The VISN 16 Deputy Human Resources Officer (HRO) has delegated appointing authority and responsibility to assist the Chief HRO to manage and direct the human resources program for a large and complex VISN, including 8 geographically separated Medical Centers/Healthcare Systems and over 40 outpatient sites of care located in Oklahoma, Missouri, Arkansas, Texas, Louisiana, Mississippi, Alabama and Florida.

The duties of the Deputy HRO include, but are not limited to:
Serving as advisor and consultant to executive management at VISN 16 facilities and executives in the VISN office; advocating and influencing the acceptance and administration of sound human resources management concepts, practices, and personnel innovations in day-to-day operations.
Providing advice and guidance to all supervisory levels throughout the VISN on human resources management principles, techniques, acceptable personnel practices, as well as statutory, regulatory, and procedural requirements.
Meeting with local, regional, and national union representatives on a regular basis to advance positions, clarify issues, and discuss human resource policy and to resolve informal complaints.
Monitoring and advocating for integration of HR- related technological and administrative trends and best practices.
Exercising independent judgment to administratively and technically direct the work of subordinate direct reports as a senior manager-supervisor of the VISN 16 HR team. Utilizing subordinate supervisors and leads to direct, coordinate, and/or oversee work and to act as mentors.
Assisting the VISN Chief HRO in Recruitment & Placement, Employee/Labor Relations, Classification, Employee Benefits, OWCP and Compensation program oversight; and providing expertise and technical guidance on program activities to include addressing problems, challenges and new program requirements throughout the VISN.
Work Schedule: Monday through Friday, 8:00am to 4:30pm CST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Providing expert level human resources advice and guidance to the VISN and/or medical center management and staff on recruitment, placement, and staffing programs related to Title 5, Hybrid Title 38, and Title 38 occupations;
Assisting with projects or comprehensive studies to examine recruitment, placement, and staffing problems or issues to find solutions, evaluate alternatives, and make recommendations to complex problems and situations;
Developing and/or delivering recruitment and placement related training to subordinates, peers, hiring managers, and/or leadership;
Monitoring and evaluating work performance and development of new/junior team members; and
Coding a wide range of complex personnel actions and ensuring that all coded actions meet regulatory requirements. ~OR~
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Advising and serving as subject matter expert consultant to executive management regarding complex human resources program areas;
Managing and directing a large, complex human resources program;
Identifying long and short-range needs and formulating proposals for executive management consideration;
Planning and initiating human resources improvement actions on a continuing basis for implementation and quality attainment;
Analyzing impact of new initiatives, creating project plans and/or organizing teams to implement directives, addresses concerns, and solve problems; and
Facilitating transitions within the workforce through utilization of workforce reshaping.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
