This position serves as a Lead, and as an expert level HR Specialist, on the Physician Team that provides recruitment and placement services, support, and guidance to VISN 16 and its medical centers' (MC) management and staff. Duties

As a Lead HR Specialist, you will serve as a senior quality reviewer in the Staffing Shared Services Unit, on the Physician Team. The Lead is responsible for reviewing all facets of USA Staffing and HR Smart work for their team including staffing, recruitment, and retention. The duties of the position include, but are not limited to: Communicating to the team the assignment, project, problem to be solved, actionable events, milestones, program issues under review and deadlines and timeframes for completion, and ensures goals and objectives are met for recruitment and placement. Leading the team in identifying, distributing, and balancing/adjusting workload and tasks in accordance with established workflow and HR Specialist's skill level to effectively and efficiently accomplish the SSU workload. Monitoring and reports on the status and progress of work, checking on work in progress and reviews completed work to ensure compliance. Assisting in providing guidance and renders decisions on unusual/complex determinations unresolved by team members on a continuous basis through review of completed work and assessment of results obtained. Regularly provides recommendations to the team supervisor on the performance, progress, training needs, and any conduct-related concerns. Providing feedback to the team supervisor concerning promotions, reassignments, recognition of outstanding performance, and other personnel actions/issues. Responsible for the quality review of staffing/recruitment and placement information management systems and its management to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. As authorized by OPM, responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files, and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificate of eligible. Preparing or editing final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development. Distributing and balancing workload among employees in accordance with staff workflow. Responsible for arranging recruitment engagements within and outside the various VISN 16 facilities. Work Schedule: Monday-Friday. Schedule must include core hours of 9:00am to 2:30pm Central Standard Time (CST). Specific Schedule to be set by Supervisor. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized to telework 2 days per week. Virtual/Remote: This is NOT a remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1 - Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher (must be a qualifying major, see Education section below) and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. *Must provide copy of unofficial transcript.* Qualifying specialized experience includes: Experience working the entire recruitment process to include reviewing recruitment packages, conducting job analysis, developing vacancy announcements/assessments, qualification reviews, issuing certificates, and ensuring completion of pre-employment requirements (i.e, physicals, security investigations, drug testing). Experience reviewing complex personnel actions and queries to ensure actions meet regulatory requirements. Providing technical guidance and consultation to managers on complex rules and regulations, laws, and policies pertaining to recruitment and staffing and personnel actions. Analyzing internal and external recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions. Experience with complex pay setting to include market pay reviews, special salary rates, above minimum rate, highest previous rate, and the use of incentives. Auditing employee records and identifying necessary actions to correct if needed. Communicating or receiving team assignments, projects, problems to be solved as well as timely address actionable events, milestones, program issues under review and deadlines and timeframes for completion. ~OR~ Criteria 2 -Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Researching and interpreting a wide range of HR concepts, principles, laws, regulations, and practices in accordance with OPM requirements, CFR, and/or VHA policy regarding full Title 38. Reviewing recruitment packages for completion, preparing vacancy announcements/assessments, qualification reviews, issuing certificates, making job offers, and conducting complex pay setting. Experience reviewing complex personnel actions and queries to ensure actions meet regulatory requirements. Customizing complex recruitment strategies and consultative services based on unique Service needs. Assisting in providing guidance and rendering decisions on unusual/complex recruitment and placement determinations unresolved by team members or self. Auditing employee records and identifying necessary actions to correct, if needed. Developing and/or delivering recruitment and placement related training to subordinates, peers, hiring managers, and/or leadership. Preferred Experience: One or more years of experience recruiting for Physicians/Advanced Practice Providers. One or more years of experience advertising jobs on various platforms to include, but not limited to, HealthECareers, Practice Link, Practice Match, HealthCareerCenter, etc.

Education

Qualifying education for the GS-0201 series includes programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
