This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Talent Management and Employee Services Branch (TMESB) and is responsible for designing and implementing innovative talent assessment tools, processes, and strategies to identify, evaluate and develop high-potential employees; and for developing, implementing and continuously improving HR policies and processes.
Duties
Develops assessment procedures to help select candidates with the right background and competencies. Works with talent management team to develop valid, fair and effective assessment strategies that meet specific hiring needs. Works with talent management system and any vendor(s) to develop assessment tools.
Researches and implements the latest talent assessment tools, including psychometric tests, behavioral assessments, and AI-driven solutions. Designs creative and engaging assessment exercises, such as situational judgment tests, case studies, and gamified assessments. Pilots and evaluates new assessment tools and methods to continuously improve accuracy, engagement, and fairness. Uses data analytics to measure the effectiveness and validity of assessment methods.
Prepares and provides various ad-hoc reports related to operational issues utilizing a variety of automated systems and programs. Researches a wide variety of complex issues prompted by unusual problems or questions related to employment, benefits and pay issues.
Develop, review, and update HR policies to ensure compliance with legal requirements and alignment with organizational values. Conduct policy audits and maintain an up-to-date repository of HR policies, employee handbooks, and procedural guides. Ensure that HR policies and practices comply with federal, state, and local employment laws and regulations. Assess potential risks associated with HR policies and processes and implement measures to mitigate these risks. Act as a liaison with legal advisors on HR-related matters to stay ahead of regulatory changes.
Identifies opportunities to streamline, automate, and improve HR processes for efficiency and effectiveness. Implements technology-driven HR solutions, such as digital onboarding, employee self-service portals, and analytics tools. Partners with stakeholders to ensure that new processes meet business needs and enhance the employee experience. Develops and execute strategies to improve the employee journey, from onboarding to offboarding.

- The selectee must obtain OPM certification in delegated examining within three (3) months of initial appointment, and maintain certification for the duration of employment in this position.
- The selectee must obtain and maintain certification as a contracting officer’s representative (COR).
Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Leading the design and development of comprehensive talent assessment strategies tailored to meet specific organizational needs.
Designing assessment exercises, such as situational judgment tests, case studies, and gamified assessments.
Integrating talent assessment data into organizational planning and forecasting, improving long-term human resources strategies.
Delivering reports and recommendations to senior leadership, supporting strategic talent management and enhancing employee performance and retention.
Collaborating with HR teams and stakeholders to ensure that new HR processes addressed business needs while improving the overall employee experience.
