The employee is responsible for providing a variety of management services essential to the direction and operation of the Boise VAMC Dental Service. This is the full performance level of the position.

Duties

Major Duties Include, but are not limited to: Planning and Budget Administration 20% Actively participates in the strategic/tactical planning process in collaboration with the Dental Service Chief and service line leaders. Provides a review and analysis of budgetary and fiscal data. Develops, formulates, and provides all essential data for the annual budget forecast for submission to BVAMC Senior Management based on analysis of past expenditures, knowledge of clinical service requirements, program plans and workload forecasts. Exercises fund control authority for dental supplies. Monitors service expenditures and projects future funding needs. Reviews all Dental Service financial reports to assure accuracy and compliance. Prepares and assembles charts, data, reports, narrative and statistical materials to justify the budget and to monitor clinical performance. Participates in the analysis and interpretation of workload/performance data used in resource planning and service/individual performance evaluation. Acts as the Services' Contracting Officer Representative (COR) for two annual dental laboratory contracts as well as a CAD/CAM maintenance contract. Reviews all dental lab invoices and ensures proper billing, certifies invoices in IPPS. Clinic management 80% Develops, maintains and periodically reviews clinic profiles for the dentists, oral surgeon and dental hygienists. Regularly monitors all pertinent clinic reports, such as the VASSC report, consult tracking, workload reports, with the aim of assuring optimum clinic productivity. Analyzes clinic flow using System Redesign principles and incorporating best practices from the private sector. Reviews clinic schedules and enters clinic cancelations or clinic opening requests. Reviews and updates labor mapping biweekly. Leads or participates in quality improvement initiatives, in collaboration with the Continuous Improvement department. Collaborates with the dental chief in striving to achieve all performance measures and/or monitors related to the Dental Clinic. Is responsible for entering and maintaining employee MSS data. Works with Human Resources to aid in the recruitment and retention of Dental Service employees. Complies with the AFGE contract and federal government regulations regarding grievance procedures and union notification regarding proposed changes in work conditions. Develops and implements action plans in response to deficiencies identified during environmental rounds in a timely way. Provides ongoing training and assistance to new and incumbent personnel regarding VA, medical center and Dental Service policies and procedures. Monitors and assures timely workload capture, appropriate coding, and appropriate documentation in support of the coding. Collaborates closely and works professionally with the supporting services. Ensures compliance with mandated reporting requirements including continuing education requirements. Facilitates with patient questions regarding non-VA purchased care. Administers Dental Service policy and ensures that all policies are updated regularly Is responsible for all equipment assigned to the Dental Service. Facilitates in conducting an annual inventory and validates the EIL. Analyzes additional and replacement equipment requests and assists the Chief, Dental Service in establishing equipment priorities. Initiates all repair, replacement, new acquisition and disposal of equipment requests. Develops and implements an action plan addressing any issues identified in the All-Employee Survey. Supports EEO regulations and strives to maintain a positive work environment for all employees. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with VA and accrediting requirements such as Joint Commission. Qualifications

To qualify for this position, applicants must meet the Time-in-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 12/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: prepare a variety of narrative and tabular material such as correspondence, reports, technical papers, charts, statistical tables, manuals, travel orders, messages and other documents; reviews confidential information, official correspondence, and investigative data; maintains confidentiality of information as it relates to assignments; preparation, maintenance and timely submission of time and attendance reports. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Note: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
