The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
Major Duties and Responsibilities:

This position is a leadership position within the Assistant Director of National Intelligence for Requirements, Cost and Effectiveness (RC&E) office. RC&E informs senior leadership decision-making by delivering objective analytical insight on future intelligence needs and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. Based upon mission needs, constraints, and other technical and resource related factors this position is expected to: 1) Lead the IC's statutory requirements process, and 2) Conduct systems and operations research to assess program and portfolio-wide performance. As one of three Group Chiefs in RC&E, this position is expected to apply independent analytical, scientific, and engineering methods and procedures to plan, analyze, develop, implement, and evaluate systems/programs to identify capability alternatives and investment tradespace.
Qualifications
Mandatory Requirements:
A minimum of 7 years of experience in operations research, systems analysis, or related quantitative fields.
Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations
Proven leadership ability to manage competing priorities, under strict deadlines, while maintaining a high-level of attention to detail
Expert knowledge of National Security, requirements, and investment processes
Expert ability to lead cross portfolio analysis, including community-wide Analysis of Alternatives and Strategic Portfolio Reviews
Expert ability to evaluate and integrate differing viewpoints into an IC perspective
Expert oral and written communication skills, including the ability to clearly convey complex information and ideas to IC Leadership
Bachelor's degree in systems engineering, operations research, systems analysis, modeling and simulation, or related field
Desired Requirements:
Previous experience briefing senior IC leadership, OMB, and Congressional staffers.
Direct experience in operations research, developing capability tradespace, and conducting complex systems analysis.
Master or Phd degree in systems engineering, operations research, systems analysis, modeling and simulation, or related field
