Duties
You will serve as Project Lead and SME, managing the cost, schedule, and performance of C4ISR, IW, and Tactical systems onboard U.S. Navy surface and subsurface units.
You will oversee multiple projects, providing recommendations for improved resource management and ensuring security compliance.
You will monitor project status, report concerns to Senior Project Managers, and escalate issues affecting on-time delivery.
You will ensure compliance with NAVSEA, NAVWAR, and JFMM regulations, reviewing Performance Work Statements and supporting Quality Assurance processes.
You will identify and report potential risks, ensuring milestones are met and coordinating corrective actions.
You will facilitate RMMCO check-ins/outs for C4ISR system upgrades and ensure AIT adherence to installation MOAs with Navy Supervising Authorities.
You will lead and collaborate with Maintenance Activities, Ship’s Force, and stakeholders to recommend necessary changes to MOAs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Basic within 12 months of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Manage stakeholder requirements from internal/external agencies helping execute and accomplish organizational goals and objectives.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analysis, reporting, coordinating, and facilitating working groups to meet and resolve project objectives.
In addition:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NO-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead AND/OR manage C4ISR, IW, and Tactical system projects for U.S. Navy units, ensuring timely delivery, regulatory compliance, risk mitigation, and effective resource management while collaborating with senior leadership and stakeholders.
