The primary purpose of this position is: To serve as a Contract Performance Evaluator engaged in the administration and inspection of multi-year, multi-million dollar base-wide service contracts. Serves as a specialist for providing advice and assistance to the staff and managers regarding major procurement matters, and as liaison between the organization and the installation's procurement activity.

Duties

Performs on-going planning and coordination in order to integrate procurement actions pertaining to contracts administered for both the government and contractor. Performs inspections and maintains surveillance over assigned contracts. Develops performance work statements, SOWs, cost estimates, pricing and bidding schedules, purchase requests and other documentation for maintenance and repair service by contract. Prepares and presents briefings.

  • May be required to travel by military or commercial aircraft in performance of TDY assignments
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
  • Cont', Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes wide range of operating concepts, principles, practices, methods, and regulations involving significant government and contractor program obligations; using negotiation techniques to serve as an advisor involving significant government and contractor program obligations; using cost and pricing techniques to enable the incumbent to assist in the negotiation on a variety of pricing and special agreements; applying direction and leadership as the post-award representative. OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of QAE/service contract principles, methods, techniques, practices, rules, regulations, and reporting and documentation requirements, AND Knowledge of safety and security regulations, practices, and procedures. 2. Ability to communicate effectively, both orally and in writing, AND Ability to collect information through inspections, surveys, interviews, random sampling, market research and written records. Ability to evaluate information using statistically based information management methods andformulate recommendations to upper management based on results. 3. Knowledge of principles and practices of team building; ability to establish performance goals and assess progress toward their achievement. 4. Ability to adjust work operations and program objectives to meet emergencies, changing program, or production requirements within available resources and with minimum sacrifice of quality or quantity of work; ability to plan, organize, and meet deadlines. 5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, floor plans and graphs, AND Knowledge of civil engineering functions, operations, program requirements, procedures, policies, instructions, and work methods. 6. Ability to effectively plan QAE/contract monitoring activities and schedules, monitor suspense's, and maintain files. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
