The primary purpose of this position is to manage and direct the Joint Simulation Environment (JSE) facility - Air Force, 3d Wing, 11th Air Force, Pacific Air Forces (PACAF). Serves as the Technical Director and Program Manager with authority and responsibility for the overall effort of architectural development, formulating the appropriate manning structure, delivering, and sustaining JSE as a modeling and simulation capability.

Duties

Plans, organizes, and oversees the activities and development of the Joint Integration Test and Training Center (JITTC). Provides program management and technical expertise to the JSE mission. Responsible to 11 AF and 3 WG senior leadership for maintaining a core of technical program management/acquisition expertise for the acquisition of JSE and the integration of future weapon systems and tactics, techniques, and procedures (TTP) verification requirements. Prepares, administers, and reviews investment Needs/Solutions packages in avionics, radar, sensor, survivability, and EW disciplines for completeness, accuracy, and relevancy to customer requirements, and compliance with the respective roadmaps and regulations. Implements quality management programs and develops adequate metrics for measuring JSE program status, including ensuring the establishment of an effective organizational structure, advocating for required resources through appropriate channels, to include those required for manning and structural organizational requirements.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Subject to Temporary Duty Assignment (TDY): Approximately 60 days per year
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/ vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours
  • Agile Project management Certification is preferred

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that within state-of-the-art but require significant new application of principles; knowledge of Air University program goals and objectives; Air Force acquisition, sustainment, and logistic principles; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices pertaining to major aspects of Air Force programs. 2. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 3. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of Air Force programs and support activities to ensure that programs are within schedule, baselines, costs, etc. 4. Knowledge of the Department of Defense Planning, Programming, and Budgeting System and policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 5. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
