Duties
As a Management Analyst you will:
Serve as an Advisor and liaison, coordinating all aspects of domestic personnel actions for assigned area(s).
Ensure approved training needs are met and works with training personnel to establish and schedule new training initiatives and classes, as warranted.
Provide expert analysis and evaluation of work processes and policies, practices and work operations.
Provide guidance in the development or enhancement of a wide variety of computerized personnel reporting and tracking systems and resources tracking systems to forecast trends in hiring and attrition.
Conduct data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals.
Evaluate all personnel action requests to ensure actions not only comply with policy and Full Time Employee ceilings, but also are equitable and consistent within the serviced organization.

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: (1) Analyzing and evaluating management practices, administrative operations and organizational design to provide recommendations to leadership; (2) Monitoring, reviewing and managing personnel actions to include recruitment/staffing, position management, employee training, and performance management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to
