Duties
This position is located in the Department of Health & Human Services, Office of Inspector General, Office of Evaluation and Inspections.The incumbent will serve as a Program Analysis Officer (Deputy Regional Inspector General) GS-343-14, within the Office of Evaluation and Inspections (OEI). The duties include, but are not limited to:
Planning, directing, and coordinating program activities assigned to the Regional Office;
Serving as the day-to-day supervisor for social science research analysts in the Regional Office;
Recommending promotions, awards, training, and other personnel actions, and coordinates the development of those actions with the RIG and Headquarters;
Identifying and planning research and analyzes on topics for evaluations with a high potential for improvement of Department's programs;
Directing the development of comprehensive designs, discussion guides, and data collection instruments for each evaluation;
Monitoring ongoing evaluations assigned to regional staff to ensure that the planned evaluation objectives are satisfied within allowable time frames;
Providing consultation and advice to team leaders and social science research analysts on highly complex, unique, and/or controversial issues and problems;
Providing team leaders and social science research analysts with edits on written evaluations, identifies areas requiring additional evidence, and ensures compliance with procedures manuals.
Requirements

- Suitability for Federal employment determined by background investigation.
- One-year probationary period may be required.
- Time in grade must be met within 30 days of closing date of announcement.
Qualifications
Applicants must meet all the qualification requirements and any selective placement factors described below within 30 days of the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in planning and directing comprehensive evaluations of health and social service programs (e.g., Medicare, Medicaid, and Public Health Services);
Experience in identifying complex programmatic and management issues;
Experience in performing complex analytical studies and synthesizing results to recommend program improvements;
Experience in utilizing qualitative and quantitative analytical techniques; and
Experience in communicating technical and non-technical information to a diverse audience in a clear and concise manner.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
