The position is located in the Media Monitoring Unit, Office of Analytics, Deputy Assistant Secretary of Research and Analytics, Bureau of Global Public Affairs (GPA/RA/AN), Department of State. GPA carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage United States (U.S.) and global audiences.
Duties
Develops and oversees strategic communications programs in support of major Department of State (DOS) missions, projects and programs.
Provides expert communications planning and technical advice, and monitors, standardizes, and enters all collected media content into information technology databases for analysis and reporting.
Contributes to the development and implementation of an overarching and comprehensive audience research and analysis strategy for GPA to measure and improve the effectiveness of its programs and services in support of U.S. foreign policy goals.
Provides authoritative advice to senior GPA, Post, and departmental officials to advance U.S. interests by engaging, informing, and influencing targeted audiences through various digital products and services.
Identifies available and relevant media data from various internal and/or external sources and leverages new data collection processes when needed and/or available.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and/or overseeing a strategic communications program regarding foreign policy objectives for an organization.
Experience researching, analyzing, and monitoring media content to develop reports, provide insight and/or recommendations.
Experience using data analysis and social listening tools such as, Google Analytics, Google Looker, Google Big Query, Meltwater and Brandwatch.
There is no substitute of education for specialized experience for the GS-14 position.
