About the Position: Duty location is Aberdeen Proving Ground, Maryland.
Duties
Conduct or lead data management and systems analysis efforts for broad and complex Army enterprise systems that support a wide range of functions, organizations and processes.
Establish customer alliances, anticipate and fulfill customer needs, and translate customer needs to programs/projects.
Lead and guide others in formulating and executing team plans.
Lead and coordinate the efforts of other IT Specialists and contractors in solving complex and far reaching data management issues and problems for a wide range of systems, applications and customers.
Conduct the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data.
Serves as technical expert and Command representative in the area of IT data management for enterprise systems on matters related to new IT/software concepts and other plans of significant impact and importance.
Participate on department, Federal and non-governmental national standardization committees relative to data management issues.
Represent the Command or customer organization at configuration control boards and other resource management planning meetings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- The duties of this position require that the incumbent periodically travel (sometimes on short notice) to worldwide locations, using the fastest mode of transportation available.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.

To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled:

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to the competencies above, you must have one year of specialized experience which includes: 1) managing specialized systems software technology, such as database management, design, normalization, development, installation or implementation; 2) planning and/or scheduling new or modified application software in support of life cycle development; and 3) establishing precedents in application of problem-solving techniques to enhance existing processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
