The primary purpose of this position is to serve as Quality Assurance Program Coordinator (QAPC) analyst, ensuring that all service acquisitions integrate mission needs with performance-based service requirements and that all regulatory and administrative requirements of the program are met.
Duties
Duty 1: Serves as the AFSC/PK Point of Contact and Program Manager for the PK Quality Assurance Performance Management Assessment Program (hereafter referred to as the QA program), insuring that all regulatory and administrative requirements are met.
Duty 2: Serves as Advisor and provides hands-on assistance to Contracting and Requirements personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives {SOO), Performance Plans, Performance Requirements Summary, QAE checklists, and other post-award activities.
Duty 3: Identifies acquisition training for requirements and contracting personnel that is unique to the QA program. Coordinates unique training requirements and provides input to curriculum for the QA Program, based on the needs of personnel.
Duty 4: Reviews and analyzes data to evaluate trends and significant problems in the application of the QA program.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: N/A
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as the ability to maintain appropriate qualifications and certifications necessary to assume and execute key acquisition and/or support requirements; display personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; coordinate work and keep chain-of-command, coworkers, and customers informed of work-related issues, developments, and statuses; and utilize an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations, and procedures when performing job operations.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate:
Strong knowledge of quality assurance principles and practices
Experience with PWS and QASP development
Familiar with DoDI 5000.72 and DoD Standard for Contracting Officer's Representative (COR) Certification
Excellent communication and training skills
Ability to work collaboratively with acquisition teams, CORs, and other stakeholders
Strong organizational and record-keeping skills
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough knowledge of Acquisition processes, concepts, methods, and regulatory requirements.
Knowledge of principles, procedures, processes, and regulatory requirements for performance-based services requirements; understanding of maintenance/repair, engineering, and A&AS services requirements during the acquisition process; knowledge of organizational functions involved in logistical support.
Practical knowledge of specifications to ensure appropriate policy and procedures are developed to incorporate performance-based mission support strategies, quality controls, measures, and surveillance in services requirements/contracts.
Skill in recognizing and analyzing problems; gathering, assembling, and analyzing facts; spotting trends; conducting research; drawing conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports to make appropriate recommendations.
Ability to prepare training materials and conduct training.
Ability to work independently on concurrent assignments and to plan and organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
