The primary purpose of this position is to serve as an acquisition test manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Duties
Serves as a senior specialist in the area of test and evaluation (T&E), analyzes current T&E policies, directives as related to aeronautical systems, subsystems, and support equipment, and recommends solutions.
Represents the organization at executive levels within the Government and to contractor/industry representatives and provides status on assigned T&E projects and programs as required.
Reviews and directs the progress of contractors in meeting program objectives.
Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test and logistics.
Develops, implements, and controls contractual, financial, and technical aspects of a project/ program through designated phases of the acquisition cycle for which no closely related precedent exist.

- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 equivalent (may have been obtained in the federal service, military, or public sector) Examples of specialized experience includes experience planning, organizing, and coordinating test and evaluation management activities as it relates to contracting, engineering, logistics, financial management, and program management.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Business and Industry Series, 1101. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
Broad knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
Detailed knowledge of the AF DT&E planning process and its implementation in systems and equipment acquisition programs; through understanding of AF T&E policy and procedures including test program documentation; understanding of the program/project office responsibilities in planning for and supporting OT&E; understanding of the budgeting process and the T&E funding.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in the support of the process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
