The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work in a logistics related activity, including receiving, storing, selecting, pickup and delivery of general or specialized bulk materials and equipment.
Duties
Duty 1
Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by higher level supervisors.
Duty 2
Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems, reassign personnel within group supervised: and coordinates work among workers and other supervisors 10 maintain work progress to meet schedules. Inspects; completed work for quality and work order requirements. Reports possible or actual work delays to superiors.
Duty 3
Performs administration responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. = Advises employees of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses.

Duty 5
Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. Reports all known security violations to the proper authority immediately when discovered. As a member of the Most Efficient Organization, the incumbent performs a broad range of logistics related activities including receiving, storing, selecting, shipping, pickup and delivery of general or specialized bulk materials and equipment, as required.

- The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Emergency overtime may be required.
- May be subject to recall during exercises, emergencies, and contingencies.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Must be able to obtain and maintain a Secret clearance.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent
- Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, “Screening the Ready Reserve,”)
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-6900-Warehousing and Stock Handling Group; Materials Handling. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a MATERIALS HANDLER SUPERVISOR.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of hand and power tools, equipment. and precision measuring and /or test equipment common to trades supervised.
4. Ability to read and interpret blueprints, diagrams, sketches. and technical specifications.
5. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
6. Ability to communicate effectively, both orally and in writing. Ability to operate a forklift and other electromechanical material handling equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
