The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work in Outbound Cargo Movement of the Distribution Section, Deployment and Distribution Flight, 9th Logistics Readiness Squadron.
Duties
Performs work planning responsibilities. Performs work direction responsibilities.
Represents the Cargo Movement Element with a variety of installation and functional area organizations.
Conducts pre- and post-audits and maintains shipping documentation. Determines freight classification for a variety of items some of which have no record or published classifications.
Operate an 80-ton diesel locomotive to switch and spot aircraft-fuel cars, box cars, flat cars and gondolas from railhead to sidings and spurs, taking into account such variable as type and freight load to be pulled, condition of rolling stock, weight and curve assistance, condition of track, visibility, ungated crossings and safe operating speeds.
Drives one or more types of vehicles/equipment such as forklifts, pickups, buses, and flatbed trucks, tractor trailers which have a gross vehicle weight of over 32,000 pounds.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
- May be required to work other than normal duty hours such as rotating shifts, overtime, weekends, on-call, holidays, etc. Emergency overtime may be required
- May be required to carry a duty phone for on-call support
- May be required to participate in contingency situations, both real and exercises
- Must have or obtain a valid state/military/commercial driver's license with appropriate endorsements to support operations
- This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF).
- This position must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Warehousing and Stock Handling Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a Material Handler Supervisor without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of transportation principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment
Knowledge of safety regulations, practices, and procedures; including a wide range of commercial tariffs and tender to properly rate freight/cargo shipments; Air Force Third Party Payment System/Syncada, US Bank accounts; standards, route orders, and freight classification guide
Knowledge of the use and maintenance of hand and power tools (i.e. saws, drills, nail guns, etc.), equipment, and precision measuring and/or test equipment common to trades supervised; and various logistic computer systems, such as CMOS, ILS-S, IGC, DTTS required in performance of daily duties
Ability to operate a diesel locomotive operations and perform minor maintenance; safely operate vehicles//equipment and interpret/apply instructions to material handling
Ability to communicate effectively, both orally and in writing; and to read and interpret blueprints, diagrams, sketches, and technical specifications. Utilize various transportation and supply operating systems such as CMOS, ILS-S, IGC, DTTS, etc.
Ability to plan and organize work assignment to include determining resources required to accomplish mission
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
