You will serve as a PROGRAM MANAGER in the NWS ACQUISITION & OPERATIONS BRANCH (SP32) of STRATEGIC SYSTEMS PROGRAMS.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will lead the portfolio support efforts to ensure safety and security of the nuclear weapons and nuclear weapons systems.
You will oversee the design, development, and execution of the Navy Nuclear Weapons Security (NWS) Program of Record; responsible for funding, schedules, and quality standards.
You will provide guidance for planning, implementation, technical composition, execution and integration of Electronic Harbor Security System (EHSS), and Secure Brow System (SBS).
You will provide guidance on Harbor Security Boat (HSB), Swimmer Interdiction System (SISS) and Barriers and other centrally managed support equipment for the Waterside Security System portfolio.
You will interface with other Division Project Engineers as needed to ensure proper funding and phasing of projects.
You will prepare briefings, positions papers, and other products to support project implementation.
You will develop and coordinate project acquisition strategies, funding, execution, implementation, and reviews with supervisor and other authorities.
You will define, develop and coordinates the Nuclear Weapons Security program, policy and requirements for the Waterside Security Systems portfolio, including measures to counter weapons of mass destruction.
You will support technical Nuclear Weapons Security and anti-terrorism/force protection vulnerability assessments and inspections at field activities, as well as Headquarters reviews and assessments.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing programmatic functions to ensure safety and security of weapons systems; and develop funding requirements for a program/project.
