This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans, Office of International Affairs.
The primary purpose of this position is to analyze and evaluate operations, requirements, policies, and/or regulations in order to develop recommendations to achieve policy goals.
Non-BU: This is a non-bargaining unit position.
Duties
As a Policy Analyst, GS-0301-11/12, your typical work assignments may include the following:
Conducts analyses of various source materials including historical reports, responses to questionnaires, open-source material, classified reporting, laws, policies, or agreements to develop reports and policies.
Develops recommendations to achieve compliance with regulations and policies or advancing strategic policy objectives.
Actively participates in and leads working groups or meetings to improve coordination and support development of policies and programs to advance strategic objectives.
Maintains strong lines of communication with Department Components and Interagency partners to ensure that international affairs engagement aligns with DHS priorities and U.S. foreign policy.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as:
Analyzing and evaluating operations, requirements, policies, and/or regulations in order to develop recommendations to achieve policy goals.
Identifying and developing policies that resolve or address problems that directly affect the accomplishment of strategic goals and objectives.
Providing advice on complex policy matters to organization managers/leadership.
Developing written materials such as reports, memoranda, briefing materials, issue papers, or other official documents.
Assessing the impact/effects of agency actions and policy decisions on external stakeholders.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
Specialized Experience: To qualify for the GS-12 applicants must have at least one year of specialized experience equivalent to the GS-11 grade level, OR equivalent public or private sector experience. For this position specialized experience is defined as:
Analyze complex and specialized information, such as legal and privacy information, and apply it to developing operational and policy recommendations.
Utilize program management techniques to independently manage multiple programs or projects simultaneously while ensuring adherence to deadlines.
Independently prepare reviews, briefings, proposed legislation, policy studies, and special reports.
Provide policy advice to senior leadership on policy matters related to data sharing, privacy, compliance, or international engagement.
NOTE: Substitution of education for experience is not applicable for GS-12.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
