About the Position: Serves as the Resident Engineer and Administrative Contracting Officer (ACO). Plans, manages, directs, and supervises construction and maintenance programs and projects involving the performance of technical engineering, quality assurance, contract scheduling, contract changes and claims, and contract support work for the Military Construction, Civil Works, Environmental and Support For Others Programs.
Duties
Participates in design review conferences with Architect-Engineers, Directors of Public Works, Base Civil Engineers, users of the facility and other interested parties to discuss project concepts.
Reviews plans and specifications during concept and final design stages to assure existing field conditions and lessons learned from previously constructed projects are incorporated into the design.
Assures that all construction performed is accomplished in accordance with governing plans and specifications.
Reviews quality assurance and test reports with subordinates to assure that all materials and equipment have been properly tested and inspected, and that quality work is being performed in accordance with plans and specifications.
Makes construction management decisions involving the coordination and resolution of problems concerning contract design changes, contingency funding control procedures, and the maintenance of accurate and functional network analysis systems.
Conducts site visits of construction projects for visiting dignitaries, senior governmental officials and representatives of various activities including the using service, the Director of Public Works and the Corps of Engineers.
Performs supervisory responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires travel to other duty locations approximately 10% of the time.
- Employee must file Form OGE 450 (Financial Disclosure Statement) upon appointment and annually.
- Pursuant to AR 690-950, Chapter 11 this position requires professional engineering or professional architecture registration.

Selective Placement Factor: This position requires the incumbent to have a state registration/license as a Professional Engineer (PE). Professional Engineering licensure/registration required IAW EP 715-1-7, para. 3-6.band 5-4, para. 6.b.(2).
Specialized Experience: One year of specialized experience which includes administering and planning construction contracts, to include budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
