Duties
Serve as Chief, Quality Assurance, Specifications and A-E Section.
Responsible for administering and managing contracts with Architect-Engineer (A-E) firms hired to perform professional architectural and engineering services.
Manage Engineering Division Quality Assurance and Quality Control Certification processes, design criteria and specifications development.
As Chief, supervise a workforce of approximately 12 professional engineers and technicians to perform all aspects of negotiations and contract administration of A-E contracts for the District.
Perform all supervisory functions to direct and manage Section workload and completion of work products.
Accountable for making timely selections of A-E firms, task order negotiations, contract management, progress payments, and performance evaluations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes planning and/or designing new construction, renovation or improvement projects; reviewing design calculations, analyses, and drawings/specifications; negotiating and/or administering Construction and/or Architect-Engineer (A-E) contracts which includes the development of independent government estimates: AND/OR delegating duties and overseeing lower graded staff members involved in performing all aspects of negotiations and contract administration of government contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Selective Placement Factor: This position requires the possession of a current Professional Engineer (PE) or Registered Architect (RA) registration issued by any State in the United States, the District of Columbia, Guam, or Puerto Rico.
