Duties
Serve as an Operations Manager for The Central Valley Operations Office (CVOO) responsible for directing and integrating the water and power operations and related activities of the Central Valley Project (CVP). CVOO is responsible for developing policies, negotiating interagency agreements, and consulting with state and Federal regulatory agencies on a number of activities related to the ongoing operation of the CVP.
The primary duties of the position:
Oversee the full range of water resource management and a wide array of related programs and activities assigned to the Central Valley Operations Office. These include, but are not limited to, the Central Valley Project Improvement Act (CVPIA), Coordinated Operations Agreement, CVP Operating Criteria and Plan, Endangered Species Act biological opinions, and hydroelectric power generation.
Manage short and long-range planning activities that include multi-year work plans with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes.
Works with key stakeholders on issues involving considerable consequence and importance to California water conservation and hydroelectric power operations.
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments.
Qualifications
Basic Education Requirements:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see US OPM qualifications standards operating manual for specifics): (1) professional registration or licensure; (2) written test (FE exam or other written test required for professional registration); (3) specified academic courses; (4) related curriculum.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience in project and program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies in implementing water resources projects; providing counsel to higher organizational levels concerning sustainable water resource issues; and ability to lead and supervise a multi-discipline staff. Applicants applying for a detail must meet the basic education requirement, but do not need to meet the specialized experience requirement or time-in-grade restrictions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment.
