This position is located in the Federal Permitting Improvement Steering Council (Permitting Council). The incumbent will be responsible for legislative and intergovernmental affairs. This is a local remote position. The incumbent must be located within the 49 mile distance of the Washington, DC local commuting area and frequent 'local travel' is required.

Duties

Providing timely and accurate legislative advice and analysis to the Executive Director and senior Permitting Council officials. Monitoring legislation of concern to the Permitting Council including appropriations and authorizing bills to determine the impact of any such legislation on Permitting Council policies, programs, and processes. Managing and directing the review of legislative proposals and bills, including responses to requests for technical assistance, and providing written and oral reports on such proposals as needed. Monitoring and informing legislative developments on topics that could affect the Permitting Council, including by attending hearings, committee meetings, and conferences, by meeting with Congressional offices, and by representing the views of the Permitting Council at such events. Maintaining liaison with Congressional committees and offices, and acting as initial point of contact for the Permitting Council and Congressional offices, other federal agencies, and state partners. Supporting the development and implementation of legislative and/or intergovernmental strategies that enhance the Permitting Council mission to improve transparency, accountability, and efficiency in environmental review and permitting processes.

Requirements

The pay shown above is based on the 2024 Locality Pay Area of Washington-Baltimore-Arlington, DC-MD-VA-WV-PA. The actual pay for this position may change once 2025 pay rates are published. SPECIALIZED EXPERIENCE REQUIREMENT: FOR THE GS-13 GRADE LEVEL you must possess at least ONE FULL YEAR specialized experience equivalent to at least the GS-12 grade level. Specialized experience is defined as experience performing at least three out of four of the following: Monitoring legislation germane to an agency's mission to determine the impact of any such legislation on agency policies, programs, and processes. Supporting the development and implementation of legislative and/or intergovernmental strategies to enhance agency effectiveness. Serving as a liaison with executive, legislative, and state governmental entities to effectively communicate (written and oral) the agency mission and strategy. Serving as a technical expert in advancing legislative and/or intergovernmental initiatives in the areas of environmental review and authorization laws, statutes, and policies. IMPORTANT: Your resume must clearly document the following for each block of work experience: month and year the work assignment began and ended; the hours worked per week; position title, and series and grade (if federal); and description of duties performed. Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the GS-12 grade level and above.
