Duties
Provides expert technical assistance to Bureau line officers and tribal leadership.
Reviews current policies and procedures to ensure program compliance.
Develops aviation policy to federal and interagency standards.
Writes and reviews reports of aviation base compliance and safety reviews.
Provides management training for Bureau aviation managers and administrators.
Maintains constant awareness of program operations, safety compliance, and participates in aircraft accident investigations.
Serves as the primary contact for airspace coordination issues.
Identifies deficiencies and challenges within aviation programs and recommends improvement plans.
Identifies research needs in specialty and special mission areas.
Maintains constant communication with supervisor and subordinates of current program status and needs.
Serves as Contracting Officer Representative for specified aviation contracts.
Participates on various committees, work groups, and boards to represent Bureau and program needs.
Requirements

Qualifications
Specialized Experience:

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
Developed aviation policy to federal and interagency standards;
Wrote and reviewed aviation safety and compliance reports;
Identified aviation program deficiencies and recommended improvements;
Served on regional and national level aviation committees, working groups, and boards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands:
The work is primarily sedentary. The job does require intermittent physical exertion while inspecting field operations or participating in accident/incident investigations. The most fatiguing factors will be those associated with flying in adverse weather conditions and long stressful periods of work in an office environment. Work will frequently involve extended hours per day, occasionally on an adjusted schedule involving night work. In addition, when acting as the National Aviation Manager assigned to ongoing incidents and accident investigator, telephone calls are frequently taken in the evening and late at night.
Work Environment:
The work is usually performed in an office setting. Occasionally, some exposure to discomfort or risk is encountered on field trips i.e., extreme heat/cold or exposure to fire situations. At times you may be required to inspect going wildfires and prescribed fires from the air as an aerial observer, air attack, safety observer or in some other capacity as a member of the Incident Command Team. Ground travel around fires may be required and travel of all types around wildfires is at best hazardous and involves a high degree of risk. You may be required to participate, as a member of a Board of Inquiry/Review or aircraft accident investigator, to investigate fire related injuries and /or fatalities.

FIREFIGHTER SPECIAL RETIREMENT:
This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
