This position is located with the BIA, Office of Trust Services, Division Wildland Fire Management, located at the National Interagency Fire Center (NIFC), in Boise, ID. Duties

Provide aviation services to the Bureau of Indian Affairs and serves as the principal contact for the Bureau's aviation management program. Exercise independent judgment with wide latitude for all aviation activities including safety, training, aircraft management, aircraft and equipment acquisition and disposition, policy development. Formulate and recommend bureau aviation policies, methods, and procedures, and standardized technical specifications. Plan and execute analysis of scientific, technological, and economic factors as they relate to aircraft and personnel performance. Interpret FAA and DOI regulations, policy, and prepares guidance and procedural manuals for application to Bureau of Indian aviation operations. Prepare and maintain the Bureau of Indian Affairs 57 IAM manual system in assigned areas of program responsibilities. Serve as the Bureau's principal advisor on aviation technical and economic matters, practices, and techniques. Provide consultation and assistance to all Bureau personnel in aircraft operating procedures, pilot and aircraft certification programs, air operations safety and training programs. Plan and execute specialized aviation programs to include aircraft acquisition, contracting, safety, training, and maintenance. Perform on-the-ground review of the effectiveness of aviation wildfire suppression activities on large or complex fires. Serve as the bureau spokesperson to the national media on questions relating to the impact of legislation, changes in policies and practices pertaining to Bureau-wide aviation programs.

Qualifications

Specialized Experience: In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Planning and directing safety programs and projects of local or area-wide significance. Planning, organizing, and conducting wildland fire program safety technical reviews and inspections, participating in complex Serious Accident Investigation, either as a primary team member or advisor, and developing wildland fire safety policy. Advising local and area-wide officials on agency budget processes and program outlooks and problems. Experience in applying wildland fire safety management principles and practices at local or area-wide level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Reorganization Act of 1934 (Title 25, USC, Section 472). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).
