About the Position: This position is located at Yuma Proving Ground, AZ.
Duties
Analyzes the budgetary impact of new or revised legislation, policies and procedures.
Advises program managers and management officials on the status and availability of funds.
Serves as expert planner, coordinator and advisor for agency policy regarding contingency/mobilization planning/readiness and/or natural disaster activities, within Department of Defense (DoD) constraints.
Manages formulation, justification and execution of budget for an entire Garrison.
Supervises overall performance of employees. Provides advice, counsel, and instruction to accomplish the assigned function.
Oversees major segment of the command budget and a total budget for one or more fund such as Operation and Maintenance, Office of Secretary Defense and , Army Family Housing.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes assisting in developing in the processes, procedures and guidance to execute financial management plans and programs for the organization, maintaining monthly obligations and expenditures for assigned accounts; overseeing productivity, workload and program accomplishments by staff; providing information to top management on the status of workforce readiness.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
