This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Defense Industrial Base (DIB) &Major Range and Test Facilities Base (MRTF to recruit and appoint qualified candidates to positions in the competitive service.
Serves as a budget analyst involved in planning, programming and analysis of a garrison funded budget.
Duties
Analyzes trends, prepares reports, and makes recommendations to the senior budget analyst or management.
Monitors the direct and reimbursable programs to ensure ceilings are input into the General Fund Enterprise Business System (GFEBS),
through IMCOM online (IOL) financial management tool, and ensures orders are equal to ceilings.
Monitors civilian pay and prepares a yearly historical recap.
Monitors day to day account activity using automated systems such as IOL, On Line Report Viewing (OLRV), and GFEBS to determine cause of
significant deviations from program or approved funding levels.
Identifies potential problems to the Senior Budget Analyst and/or management early enough for them to be rectified to preclude adverse
mission impact.
Analyzes performance of direct and reimbursable programs to include short- and long-term effects upon direct funded operating programs.
Monitors and analyzes IMCOM dollar distribution to the command, and performs variance analysis to determine source and cause of variance
from planned execution. Responsible for preparing and disseminating IMCOM funds distribution vouchers.

- Must be able to obtain and maintain a Secret security clearance.
- This position requires the employee to occasionally travel 25% of the time away from the normal duty station.

In order to qualify, you must meet the education and experience requirements described below. Specialized Experience: One year of specialized experience which includes monitoring obligations and expenditures; and monitoring account activity using automated systems; and determining whether expenditures are within funding limitations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration,Accounting,Finance, or Financial Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
