This position is part of the Defense Security Cooperation AgencyThe incumbent will be responsible for providing guidance and problem resolution to management regarding recruitment and placement issues to include long-term recruitment, staffing, special programs, recruitment strategies, directing hiring authority, use of valid selection criteria, etc.
Duties
As a HUMAN RESOURCES SPECIALIST (RECRUITMENT) at the GS-0201-13 some of your typical work assignments may include:
Working with management to review and provide recommendations on recruiting plans to attract new talent.
Ensuring SharePoint and New Hire Websites are maintained with relevant up to date information to serve as an online resource for employees and potential candidates.
Providing the full range of classification/position management assistance to DSCA Headquarters and satellite managers and executives advising on complex classification and position management advisor concerns and issues requiring extensive analysis and troubleshooting.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Interpreting and applying recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants
Utilizing human resources policies and practices to advise management in attracting a high quality workforce
Providing expert advisory in recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants
Performing work that involves complex recruiting, examining, selecting and placing employees
Developing human resources policies in staffing and classification for a federal agency
Performing job analysis and classifying complex position descriptions using the Office of Personnel (OPM) Management Classification Standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
