Duties

SUMMARY: The primary purpose of this position is to serve as an Education and Training Specialist, Air Force Audit Agency (AFAA) Force Development Division and technical advisor to the Audit Career Field Training Program. Course Manager will independently leverage DoD and DAF training expertise and provide program continuity for AFAA auditor (0511) in-house courses and continuing professional education (CPE) training record requirements. Provide expert assistance to Auditor General of the Air Force (SAF/AG), Deputy Auditor General, and Assistant Auditor Generals when developing training flight plan goals and objectives. DUTIES Plans and develops professional training leveraging current and emergent capabilities and technologies and manages training and education requirements. Administers professional training leveraging current and emergent instructional methods, techniques, and strategies and assesses training program effectiveness. Executes professional training. Manages 0511 CPE training records.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.NOTE: You must submit a copy of your transcript(s) with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of professional principles, theories, techniques, practices, mission, and organizational structure of the specific program and/or functional field to support Department of the Air Force (DAF) personnel/manpower/services/budget program administration responsibilities; advanced knowledge of information technology capabilities to support training program delivery; detailed and in-depth knowledge of DoD, DAF, and industry policies, regulations, and organizational structure and mission as well as principles, practices, and functions of personnel/manpower/services/budget program administration to support operations and perform difficult and complex work assignments; mastery of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs to meet strategic goals and plan improvements of DAF programs; mastery of advanced application of analytical techniques and evaluation criteria to measure and improve program effectiveness and in servicing as a technical specialist and spokesperson to further operating agency objectives on important issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Knowledge of DoD and DAF laws, regulations, principles, and practices of personnel/training/budget program management to develop, revise, and advise on training methods and procedures to help meet goals and objectives within available resources. Skill in determining education and training needs of the agency, developing potential courses and programs in response to training needs, and identifying resources. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of program operations and serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to communicate effectively, both orally and in writing, including preparing and conducting formal and informal briefings; negotiate complex issues; and establish/maintain effective working relationships. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work; and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
