Duties
Summary: The primary purpose of this position is to serve as the Education and Training Specialist and operations training action officer responsible for language training requirements to Headquarters Air Education and Training Command, Chief, Force Development Planning and Analysis Division.
Duties:
Serves as education and training specialist to HQ USAF, HQ AETC, other MAJCOMs and outside agencies ensuring all training requirements are administered, analyzed, and evaluated to meet Air Force Mission.
Plans total support for initial skills and supplemental training requirements.
Develops training policy and guidelines for assigned programs.
Manages and validates a wide range of informational products that measure program effectiveness and assess availability of training requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You MUST submit a copy of your transcripts.
COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, and methods for the assessment and improvement of major aspects of the technical training pipelines for initial skills training progression and functional areas. Knowledge of data collection techniques and practices used to extract or obtain a variety of information as required for the evaluation of training programs. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Ability to resolve problems, concerns and be asked to make decisions and recommendations relating to MAJCOM programs and policies in functional expertise. Ability to develop short and long-range goals that benefit the future of Force Development Command and the installations, numbered air forces and centers assigned, as it relates to education, training and workforce development initiatives. Highly developed skills in articulating clearly and concisely, both orally and in writing, to small and large audiences, up to and including executive-level audiences. Knowledge of regional and military accreditation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of educational theory and methodology with a special emphasis on assessment, program evaluation, and program management to establish program planning guidelines, develop evaluation criteria, analyze results and make recommendations for improvement.
2. Professional knowledge of principles, methods, practices, and techniques of educational assessment at the post-graduate level.
3. Knowledge of force development learning programs, to include knowledge of the mission, functions, educational objectives, and programs to concentrate focus on major aspects of technical training pipelines for initial skills training progression and functional areas.
4. Highly developed skills in articulating clearly and concisely, both orally and in writing, to small and large audiences, up to and including executive-level audiences.
5. Organizational skills and ability to respond positively to the stress and pressures often associated with problem solving in dynamic and complex environments.
6. Knowledge of establish language training program objectives and to assess progress toward its achievement, to include data collection techniques and practices used to extract or obtain a variety of information required for the evaluation of training programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
