About the Position: Serves as the senior Information Technology Specialist and subject matter expert for all areas of information management and technology in a military treatment facility and/or hospital. Provides strategic planning, portfolio management, workforce structuring, budget management, program audits, and information security. Position is located at Fort Stewart, GA.

Duties

Serves as the senior Information Technology Specialist and subject matter expert for all areas of information management and technology in a military treatment facility and/or hospital. Plans and integrates advanced and evolving knowledge management concepts and projects that require innovative (and at times, relatively untested) technology in INTERNET/INTRANET systems and techniques. Serves as the senior Information Technology Specialist, Deputy Chief Information Officer (CIO), Information Management Division. Provides state-of-the-art Information Technology (IT) technical guidance, advice, and assistance to the senior hospital leaders, staff, and subordinate organizations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination to ensure the required level of physical health and ability or fitness to perform the duties of the position.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk.
  • May be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
  • This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.
  • Key positions shall require that they not be filled by Ready Reservists or military retirees with recall obligations.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • May be subjected to short notice recall.
  • Must be able to obtain and maintain Comp TIA Security + certification by completing required training within six (6) months of employment.
  • This is an Information Assurance Workforce position. Must meet position requirements for certification at Level II in Information Assurance Technical (IAT-II) within six (6) months or less of entrance on duty.

Basic Requirement for Information Technology (IT) Specialist (Policy and Planning): Specialized and Other Experience: One year of specialized experience which includes (1) managing multiple IT projects requiring review, analysis, implementation or recommendation of IT equipment or service; (2) applying advanced IT principles, concepts, methods, or standards and practices applicable to requirements, definition, design, administration or security of complex data and telecommunications networks; AND (3) assessing policy needs to govern IT activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12]. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
