Duties
Serves as a Regional Network Enterprise Center (RNEC) Cyber Security Division (CSD) Chief, which encompasses two branches supporting the RNEC?s regional and each installation geographically Area of Responsibility (AOR).
Manage or distribute workload, participate in the hiring process, resolve grievances and complaints, develop performance plans, and counsel employees regarding their progress.
Serves as staff advisor to the Regional Director on matters relating to the Cyber Security vulnerabilities and threats to computer systems.
Manages, execute, and enforce the Command, Control, Communications, Computers and Information Management (C4IM) services, policies, standards, architectures, programs, plans, and budget for Information Technology (IT) programs in the RNEC?s AOR.
Develop policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.
Serves as the advisor to the Regional Cyber Security personnel (i.e. Information Assurance Mangers, (IAMs), Info Assurance Systems Officers (IASOs), Info Assurance Network Managers (IANOs), and System Administrators.
Coordinate with Computer Emergency Response Teams (CERTs) within the Army, the Department of Defense, federal/state agencies, in the management of computer incident coordination focusing on prevention and protection from intrusions.
Develops and implements a training and education program to ensure that all IA personnel and IAMs, IASOs, IANOs, SAs and other computer specialists are familiar with computer and information security requirements.
Provides and generates reports of analyses and processes the information IAW program procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- A TOP SECRET Clearance requires mandatory drug testing.
- This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the required certification/recertification for this position as outlined in DoD Publication 8570.01-M.
- In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- Incumbent must sign a mobility agreement as a condition of employment for this position IAW The Civilian Talent Management Program Policy, 28 Jan 09.
- Work may require travel away from the normal duty station on an infrequent basis up to 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe one year of specialized experience which demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: implementing and maintaining an information security program; overseeing or coordinating the analysis of network system configurations, operating criteria or architectural solutions for degrees and levels of risk; performing analysis in response to network anomalies, intrusions, or security incidents; developing policy and guidance on cyber security program requirements; and, evaluating information security tools or procedures and providing recommendations for changes or improvements.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
